Optional Modality for Addressing Primary Health Care Needs of Conflict Affected Population in Ethiopia

Abstract


Introduction

In 2018, the Declaration of Astana at the Global Confrence on Primary healthcare marked a renewed political commitment from policy makers and the international community in achieving health for all. It also highlights the important role of primary health care approach for people living in conflict affected settings. Likewise, currently there are many conflicted affeted population in Ethiopia who are in dire needs of the services of primary health that their needs should be addressed in line with the Declaration of Astana (2018) and the Ethiopia Government's efforts to ensure primary health care for all.

Objective/s

To assess the current efforts of government and other devleopment actors in addressing the conflict affected population primary health care needs, challenges faced and identify optional modilities as lesson learnt.

Methodology

This study uses document review, field observation, key infromant interview and focus group discussion in some conflicted affected population in Benishangul and Amhara regions.

Results

It is observed that the availability and accessibility of skilled human resources to provide primary health care in conflict affected settings is often limited. In such situations, the role of non-governmental organizations had an important role in reaching the conflicted affeted population with primary health care services guided by the spehere handbook which details the humanitarian character and minimum standards in humanitarian response and which also covers recommendation in health provision in conflict affected settings. in this process, the community traditional structutures and its actors have facilitated for the access of primary health care servics.

conclusion and Recommendation

The community based/community structure models have played as a great role as entry point for providing primary health care services in a system where the health facility based model could not access the population. Therefore, there is a need to strengthen the linkage of health facility based with community based models and equipping the healthworkforce as well as the volunteers on spherehandbook.
